Steve Allen is the Executive Director of the Pipeline Safety Division for Energy Worldnet (EWN). Having joined EWN in 2018, Steve’s primary focus has been to help the industry move forward with the adoption of API RP 1173 – Pipeline Safety Management Systems.
Prior to joining EWN, Steve was the Director of Pipeline Safety for the Indiana Utility Regulatory Commission (IURC). As the Director of Pipeline Safety, Steve was responsible for ensuring that Indiana’s intrastate natural gas and hazardous liquid pipeline operators were in compliance with federal and state pipeline safety standards. While with the IURC, Steve completed all Pipeline and Hazardous Materials Safety Administration (PHMSA) core courses required for Pipeline Safety Inspectors as well as multiple Integrity Management courses at PHMSA’s Training and Qualification center in Oklahoma City.
Steve has also served as Chairman of the National Association of Pipeline Safety Representatives (NAPSR) and was the NAPSR representative on the PHMSA Risk Modeling Work Group. During his time with NAPSR, Steve sat on several NAPSR Committees, including the Legislative and Grant Allocation Committees.
Steve has presented in front of the Transportation Review Board of the National Academy of Science on the PHMSA sponsored study about “Designing Safety Regulations for High Hazard Industries.” In 2016 Steve was appointed by the U.S.
Secretary of the Department of Transportation to serve as one of the government representatives on the Gas Pipeline Advisory Committee (GPAC). Steve served in this role until joining EWN in October of 2018.
Steve has spent over 25 years either working directly for or consulting with natural gas local distribution companies (LDC). He has held various directorial roles within the industry and was the President of a non-regulated subsidiary of a large midwestern LDC.
Steve received his BS in Business from Indiana University and his MBA from Butler University and is a non-practicing CPA (Inactive Status) in the state of Indiana.
